JBT director Denise has been quoted in Construction News this week, following the government’s announcement that school building contracts will require apprenticeship and T Level placements. This new policy will be employed as part of the government’s school building framework known as Construction Framework 25 (CF25).
Unlike the S106 approach, CF25 serves as a pipeline so that apprentices continue learning after a project ends.
Denise praised the new policy as “a good thing” despite holding some reservations around how evenly this new policy will be enforced:
“In some boroughs, if the contractor fails to deliver an apprenticeship they will be fined £7,000 which is nothing in the grand scheme of things because it costs more to host an apprentice onsite. The higher the penalty, the more the contractor is going to say: ‘we’re better off having an apprentice than getting a fine’.”
JBT are encouraged by the new development as it pertains to apprenticeships but hope the CF25 approach is consistently applied across all London boroughs.
